Navy FITREPS – if you were an officer in the Navy, you’d shudder at the mention of the acronym (a report on the fitness of officers). The relatively high number of American warship commanders being relieved each year may have something to do with it. Since the end of the Cold War in 1991, the U.S. Navy has seen a greater number of warship captains relieved of command for cause. It’s currently over 5% of ship captains each year. Why so high? Only a small percentage of reliefs involve professional failings, such as a collision or serious accident, failing a major inspection, or continued poor performance. Most reliefs were, and still are, for adultery, drunkenness, or theft. With more women aboard warships, there have been more reliefs for, as sailors like to put it, zipper failure.
It often becomes known that the relieved captain had a long record of problems. But because he was blessed by one or more admirals, these infractions were overlooked. The Chinese Copy the Germans
h/t Claudio and the Strategypage – The Chinese seem unable to do much without copying something else. Often, the copies are not as good as the original. In Europe, there is a tradition of using civilians for many military administrative jobs. German civil servants, called Beamte, are generally subject to the same laws and regulations as private-sector employees. For example, the state can only fire Beamte for committing a felony.
China recently adopted this approach to reduce the growing number of officers. Their civilian administrative and technical specialists, who were part of the military, began wearing uniforms and holding ranks and pay equivalent to those of senior NCOs and officers, up to the rank of general. In Germany, these civilians were called Beamten/officials, and the system was established so the number of Beamten could be greatly expanded in wartime to provide needed specialists in areas like medicine, meteorology/weather prediction, logistics/procuring food, clothing and equipment, legal, education, research, construction, finance, maintenance and repair of heavy equipment and so on. The rank insignia on beamte uniforms were similar to, but distinct from, those worn by officers and senior NCOs.
Beamten do not hold military titles or officer authority, although junior troops often cannot tell the difference and salute beamten they encounter. Beamte have authority, not command, in their specialty, often supervise large numbers of non-uniformed civilians, and coordinate activities with managers and executives of civilian firms that provide goods and services to the military. During World War II, over 100,000 Beamten worked for the German military, and, towards the end of the war, many of them, especially retired officers and NCOs, were promoted to officer rank due to the shortage of officers in the last year of the war.
The current Chinese military has two million personnel plus, so far, about 30,000 Beamte, which the Chinese call contract civilians or civilian cadres/supervisors. There are many more non-uniformed civilian employees that the contract civilians supervise. Many of these work for provincial recruiting and administrative organizations that handle conscription and the recruitment of volunteers for the military. Like the Germans, the Chinese Beamte are considered officer-level officials who wear uniforms with special insignia, are paid at rates similar to those of officers, and form a force of experienced Beamte that can be rapidly expanded in wartime. The Chinese beamte work on three- to five-year employment contracts. Many more civilian technical specialists never have to wear a uniform at all, like computer security personnel, because that sort of thing is not popular with the hacker types. These specialists often move on to other jobs and are no longer useful to the military. The Chinese follow the skills, not civilians or officers seeking a career.
The American system is different, and the Department of Defense has 750,000 civilian government employees. Most of these are never expected to serve with the troops although some do and the civil service/GS ranks are used to determine what level accommodations these civilians receive if working with the military overseas or a combat zone. These civilians are usually issued combat uniforms without rank insignia. So are other civilians attached to the military in a combat zone, like journalists. But this is much less militarized than the beamte system developed by many European armies during the 19th century. The system continues in some countries to this day, although most now use the less formal American system for civilian employees of the military. China found the German World War II system more useful for its needs, especially since the CCP/Chinese Communist Party occupies a special position in the Chinese military similar to the German Nazi Party during World War II. Like the Germans, the Chinese favor military veterans for Beamte jobs, but only if the vets have the necessary technical or educational qualifications.
The Kurds
Not a complete analysis. Only a few thoughts.
In mid-January 2026, several armed Kurdish dissident groups, including the Kurdistan Freedom Party (PAK), reportedly attempted to cross from northern Iraq into western Iran. This was one prong of President Trump’s help is on the way promise. The PAK claimed to have mounted “armed operations” inside Iran specifically to defend protesters during a wave of nationwide unrest. Iran’s Islamic Revolutionary Guard Corps (IRGC) has actively clashed with these groups in border provinces like Kermanshah and Ilam to prevent them from advancing further.
Most Iranian Kurdish groups, such as the Democratic Party of Iranian Kurdistan (PDKI) and Komala, officially state that their goal is a “democratic, secular, federal Iran” where Kurds have regional autonomy, rather than the conquest of Tehran. Kurdish leadership remains divided. While some factions favor armed intervention, others, like the ruling parties in Iraqi Kurdistan (KDP and PUK), openly maintain cautious ties with Tehran to avoid a full-scale regional war. Their private thoughts and actions – well, you can think on that if you might. The PUK has always been pro-Khomeini. The KDP is run by Christians.
Tehran is located hundreds of miles from the Kurdish-majority regions in western Iran. Advancing to the capital would require Kurdish forces—which are primarily light infantry/militias—to defeat the heavily armed IRGC across vast stretches of territory. Their presence does draw the IRGC out of Tehran and the cities where they were involved in executing protesters (along with other government forces).
Neighboring powers, including Turkey, have warned that foreign intervention in Iran could destabilize the entire region. Turkey’s intelligence agency has even reportedly warned the IRGC about Kurdish troop movements to prevent a total collapse of the Iranian state. They fly drones over the battlespace.

When I was doing club flying glider and single engine 30 years ago there were some female pilots and very few of them wanted anything to do with learning serious maintenance.
Coincidentally the only crash I saw was a female pilot who had an instructor rating in low performance and crashed a high performance glider the first time she tried to fly one.
Every time I hear that there is a quota based on sexual kink, race, gender (2 or 67?), etc. I worry. I understand what discrimination is and to some extent that’s a good thing. People should be discriminate in who they hire. You discriminate when you decide to marry somebody, don’t you?

RE: Rumble in the jungle. Left Cleveland for the west 48 years ago. Born, raised, grew up and worked in the inner city as a telephone installer/repairman, after being discharged from the Marine Corps. Most of my co-workers, white kids from the suburbs hated working in, “the gulch”. No big deal life goes on. Witnessed a few rumble in the jungles. They didn’t bother some white dude who grew up around Mafia, street thugs and other whannabe somebodys. Fact is, correct me if I’m wrong, today’s black population is around 14%. Of that 14%, 8% commit 85% of the crime in the USA. Most of that is in democrat controlled shitholes. Since I have lived in the west, I have known a fair share of blacks. Some have been employees and peers and I have only encountered one hood rat in 48 years and he chose not to fuck with an 80 year old Marine—-believe me if it would have progressed he would be at earth temperature. I realize that A/T mines should require a heavy vehicle to depress the trigger and detonate them, but don’t trust mines and I think that the sappers are crazy. Having some experience with naval mines and the UDT trade, let me state for the record that Navy UDT types are even crazier.
I have been to three or four schools on how to make IEDs including . One was put on by ATF and discussed the IEDs they had found to date. One of the schools (flashlight repair school) was devoted to explosively formed penetrators (EFP), also known as an explosively formed projectile, a self-forging warhead, or a self-forging fragment – wicked shit.
I was thinking it was a metaphor that on the path of life over calm waters there still may be a “landmine” we have to step over.
My life has been spent dodging landmines of different sorts.
