               As to Heinz 57, it’s interesting. Less than 100 years ago, it mattered if you were say Irish vs English. Or a Dane vs a Swede. And so forth. Wogs began at Calais. Now all mostly-pale Euros are lumped together as (guilty guilty and evil) “whites”. In the same vein, flip side of the coin, whatever, there was a “United Asian-American Students” group that some idiots were trying to get me to join back when. I used to be a different person (a nice guy) so I declined politely. This (dot) Indian kid came at me aggressively with “you’re ungrateful!” For what? I personally have more in common with Germans, or Finns than I do with Indians. (Yes, I realize I’m being a bit inconsistent here and that this smacks of civnattery. It’s a scarily easy step from this to magic dirt theory. MDT is insanity. And the death of the West.)

3. Good news about the state militias, AKA National Guard. The more fragmented Big Government is the better I seem to like it.

4. State Militias. A familiar topic for me, at least as far as state defense forces. I was a member of the California State Military Reserve (Now once again named California State Guard) starting back in the early 80’s. This was after my U.S. Army hitch.

   At that time, I found a clause in the California Military Code that clearly stated officers were to provide their own side arm. Also had a bird colonel tell me emphatically that it did not say that. I bought a 1911 anyway and wrote it off on my taxes.

5. like everything else he touched, rumsfeld ruined the national guard. the point is mute since no state can afford the cost of maintaining their guard units. i’m glad this ruling gives govnas a leg to stand on for refusal of stupid/illegal missions though.

6. The National Guard always had the opportunity to decline activations, deployments, joint operations when a general war is not declared and all units called to extended active duty. During the First World War, the active duty generals were worried that Guard units wouldn’t send their men directly into German machine guns in defensive positions and attempted to dilute the Guard command structure or attach them to active units in a subordinate position.

   On Guam, a Pacific Tanker task force KC-135 was unable to launch in a scheduled three tanker three bomber formation refueling. When the plane was fixed, the 43rd Strategic Wing DO ordered the AC to take off and join up mid-refueling. He refused as there was no authorized procedure for such a maneuver and also because there were huge thunderstorms in the refueling track and there was no way of safely finding the other planes in the weather.

   The Wing Vice Commander was called and again the order was declined. Next the Wing King showed up and he asked the AC why he wouldn’t follow an order. The AC replied that his crew and plane were not chopped (change of operational control) and as such he was not obligated to follow any order that he considered unsafe or against standing regulations. At that point there were hot words expressed to the AC and the JAG was called in.

   The JAG explained to the Wing King and his associates that the AC was entirely correct and that they should not continue to pursue their desires for UCMJ action including general courts martial.

   Guys don’t read the rules and that part hasn’t changed since sometime after WW II.

7. “Are the state militias bound to purchase US Army standard weaponry or can they go outside and buy elsewhere?”

   We were doing that on active duty with the Combat Arms Marksmanship team. The uppers and lowers were issued mil spec but the barrels and all the internal parts were high end aftermarket parts on the AR-15’s. The same went for the M-9’s. I was in a Joint Unit that had deep pockets when the regular Army/Air Force/Navy/Marines had tight budgets. I got budget shock when I went from JCSE back to the regular Air Force. I was waived qualifying with the M-9 and M-16 for 3 years because I had recently shot expert with both and the new unit could not afford the cost of extra ammo. For exercises we could not afford satellite air time but we would lock onto a a bird and work with controllers just to prove we could lock up a signal only to have the test dropped. It was a rude awakening. All Comm shots were microwave, Tropo, or Pacer-bounce but no satellite. I was SatComm and did not do anything but PM the last 7 years in the AF unless I was in SW Asia or the middle east on a mission but I was regular AF in a unit that was not associated with Tail Numbers or a Joint Unit.

   1. My nephew was active USAF construction crew, and spent all his service career either sitting on his butt, taking continuing ed classes or playing airsoft in the vehicle storage area. The few times they actually got to use construction equipment was when they got ‘seconded’ to a NatGuard construction unit. Why? Because during the Lightbringer’s reign of terror a lot of military budgets got cut significantly. His unit didn’t have budget for fuel or maintenance, so the equipment just rotted away.

      Leaves the USAF, joins the FLNatGuard in a construction unit and spends the next 4 years deployed more than at home, which meant he basically lost out on building a local career. Fortunately he got a ‘permanent’ NatGuard job at KSC running as a liaison NCO for construction on the Cape, until that job was finished and now he’s working for a contractor for SpaceX.

      6 years in the USAF doing nothing. But totally active doing NatGuard stuff.

      His stories of Puerto Rico are harrowing. He said they caught more fire than in Iraq.

      And, of course, the reason the NatGuard unit was deployed to Iraq was the Lightbringer drew down forces and let bases crumble and then reversed himself (or his handlers did) and suddenly no USAF construction crews were able to be activated because their equipment was rotted away and so they sent NatGuard units.

      Joy.

8. Who controls the State Militias (National Guard)?
   Further question. Can any member choose not to be deployed overseas without a general declaration of war?

   1. The States control them (different titles, but usually something like the State Department of the Military) with a 2 Star in charge as a rule. BUT they can be federalized at a whim and deployed in lieu of the regular army/army reserve – regular air force/reserve, etc.

      They were originally designed to be a home guard to defend the states. Then it began to morph when nobody invaded the USA and they needed training with regular troops to maintain skill sets and for the sake of national standardization. The size and composition of National Guard troops vary significantly from state to state.

      When I was a kid there was a National Guard Armory (Engineers unit) in town. A full-time/reserve/MSG ran the armory. They drove their equipment down Main St. on Independence Day Parades. I think that they did some sort of active duty for training every year but I have no idea what they did. My sense was that they didn’t do a lot. The MSG wore his uniform everywhere and always looked sharp.

      The Navy is different. There is no Navy Guard. The Naval Reserve has a few of its own ships and I guess that works, but the naval service is largely engineering in nature (ships and aircraft) with a few construction battalions, a handful of special warfare and the amphib infantry (Marines). Most US states don’t touch an ocean.

      1. My sense is that the states should train their guard units as insurgent/irregular warfare specialists, reduce the number of state troops (overhead) and focus on small-unit tactics. You see where I’m going with that. Arizona could have a battalion of special forces, trained primarily for desert warfare to defend Arizona from all enemies, both foreign and domestic. Break it up into B Teams and A Teams – but they wouldn’t necessarily be force multipliers the way that Army SF is. They don’t need foreign language skills. Just IW and DA missions with MANPADS integrated. Airborne unnecessary. Heavy anti-armor and units dedicated to mine warfare emphasis (capacity to mine the southern border). That would be AZ. Texas has different needs and so does Virginia.
